There is no such thing as "wasted electricity"
There seems to be this false idea around that if a generator is not running at it's full capacity, the electricity is "wasted".
Not true at all. The input to the generator, steam, falling water, whatever it is, is adjusted to match the load, that is, the demand. If the demand falls, the steam is cut back, and that communicates to the source of the steam, and that is cut back also.

Hi there:
How about using surplus electricity to break water and generate hydrogen -- an energy carrier.
Once there is hydrogen generated and stored, it can be used anytime as fuel when needed ...
